A 10-Year Transit Plan
Core Transit has been crafting something big— a 10-Year Transit & Capital Plan to build a brighter, more connected future for our region. This vision is guided by our 5-Year Strategic Plan, which lays out the values and goals that keep us moving forward.

How we built the plan:
Existing system analysis
Public engagement
Over six months, we engaged residents in English and Spanish through surveys, bus-stop pop-ups, focus groups, and stakeholder interviews.
We collected 865 survey responses, held 150 conversations at six pop-ups, and engaged 23 organizations across 12 stakeholder interviews.
All materials were bilingual, and two of five focus groups were conducted in Spanish. We also partnered with community leaders to broaden our reach.
Transit service alternatives
We brought together technical analysis and public input to create a set of route and service alternatives for the Valley, Highway 6, and Minturn corridors.
Evaluation criteria
Each alternative was evaluated for travel time, frequency, reliability, and ridership performance.
Public feedback on alternatives
We compiled feedback from the public, staff, and stakeholders on each alternative and used it to refine options.
Top alternatives and synthesis
We selected the best elements from the Valley, Highway 6, and Minturn alternatives and combined them into a single preferred approach.
Operational viability check
We tested scenarios with Core Transit staff to confirm they are realistic to operate.
Final transit scenario
We produced a preferred scenario based on feedback, evaluation, and operational viability. This becomes the future transit system described in the plan.
Implementation and re-evaluation
We will implement the plan and re-evaluate every 3 to 5 years to keep it aligned with community needs.
